Preheat oven to 375 degrees F. Spray a 13x9 casserole dish with cooking spray and set aside.
In a shallow dish, wide enough for the chicken breasts, combine the olive oil and chopped garlic. In another similarly sized dish, combine the panko, Italian seasoning, salt, pepper, garlic powder, and grated Parmesan.
One at a time, dip the chicken breasts into the olive oil and garlic mixure and turn to coat. Let excess olive oil drip off before placing into the Panko mixture and pressing down to coat and then turn and do the same on the other side. Place into the prepared baking dish. Repeat with remaining chicken breasts. Discard remaining olive oil and panko mixtures.
Spray tops of chicken lightly with cooking spray or olive oil spray, then place in oven and bake for 35-45 minutes, until chicken is cooked through (165 degrees F) and tops are browned. If you'd like them a little more brown, you can place them under the broiler for a couple of minutes, just keep an eye on them so they don't burn!
