Preheat oven to 375 degrees. Line cookie sheet(s) with foil or parchment paper.
In a medium bowl, mix flour, baking soda, nutmeg, and cinnamon and set aside.
In a mixing bowl, combine butter and sugars on medium speed until creamy.
Add egg, milk, and vanilla and mix until fully incorporated.
Add flour mixture in 2 batches, mixing until fully incorporated after each batch.
Add apples and cinnamon chips and blend in with a spoon.
Use a small or medium cookie scoop to drop dough onto cookie sheet (I press them down slightly because they don’t spread very much and you get a little flatter of a cookie this way, versus a cookie ball), and bake 10-12 minutes or until lightly browned. For best results, cook on the middle oven rack.
Allow to cool on the cookie sheet for a couple of minutes before moving to cooling rack to cool completely.
