Preheat oven to 350 degrees F. Line a 9x9 pan with parchment paper or spray with cooking spray.
Mix butter and cream cheese until smooth. Add sugar and mix, scraping down the sides as needed.
Add egg, orange juice and zest and mix until combined.
Add flour, baking powder, and baking soda and mix on low until dough forms.
Stir in cranberries and spread dough evenly into the prepared baking pan.
Bake for 20 minutes, or until toothpick inserted into the middle comes out clean. Remove and cool completely.
Add white chocolate chips and shortening to a medium bowl and melt in microwave for 30 seconds. Remove and stir, and heat an additional 15 seconds. Stir until completely melted.
Cut bars 4 x 4 to make 16 bars, and use a piping bag or spoon to drizzle the melted chocolate over the tops. Serve or store in an air-tight container for up to 1 week.
